The US GenWeb Project, http://www.usgenweb.org/ , which is categorized by state, with individuals serving as volunteers for every category. Volunteers maintain databases for every county in the USA, and will do lookups or provide requested information free of charge as their schedule allows. Provides free genealogy websites for genealogical research. This Project is non-commercial and fully committed to free genealogy access for everyone.

This site is and has always been free and without obligation or commercial ties. Offers free searches on surnames, vital records and census records .. that other sites charge for!

there are a couple free that people submit info to. Be advised that if no one submitted info you may not find any info that you are looking for. Maybe in the census for 1880 at familysearch.org. Rootsweb.com is free.
You can go to the library and use ancestry and heritagequest for free. Both of those cost if you use them at home.

I'd say www.familysearch.org. It is the free site run by the Mormon church.
