God doesn't create atheists!
Personally I believe that everyone is God conscious, and an atheist is a person who tries to disprove that God exists!
The Bible says that God has set eternity in the hearts of men.
Many so called atheists hearts have been softened by the truth of the Gospel.

Yeah, right next to the burrito so hot that even he couldn't eat it. I'd like anyone to be able to prove that God can eat a burrito or dumb down an atheist to the truth of the gospel!

No, God only creates superstitious fools who think they're going to live forever. Why are you so sure of the bible, written by people who has no background in what they wrote about ?
How do you know that one of the other great religions don't have it right, while you're barking up the wrong tree ?
Remember over five billion people are very sure of their beliefs, and think Christians are wrong. Can five billion people be wrong, but you're right ?

God doesn't create them that way.
But He has been known to strengthen their delusions, that they might believe their own lies...that they might be damned who did not believe the truth when they heard it.
2Th 2:11 And for this cause God shall send them strong delusion, that they should believe a lie:
2Th 2:12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.

Why do you assume it's a hard HEART? Hearts are organs that pump blood and have nothing to do with any thoughts or emotions.
And while I have been known to be stubborn, my head isn't overly hard. I just know what I know and every day something reminds me that I'm on the right path.

Actually I was horrified when I read the Old Testament. I can't figure out why you would follow that tyrant if it were true.
Example 2 Kings 2:23-24

Remember in Exodus, when God hardened the Pharoah's heart, to not let the Isrealites leave?
Through his will, he made the Pharoah greedy and cold, and the disastrous consequences (the plagues) were built into the prophesy.
Judas' betrayal was essential to the final sacrifice, so in essence, I believe that he was forgiven from the start.
What God giveth, he can taketh away. He has his people chosen already, so your question, thankfully, is moot.
