You need water to moisturize your skin. The best way is to soak in a lukewarm bath for at least 15 minutes a day until your skin is good. Do not use warm/hot water because it will dry out your skin. Just make it warm enough that you can sit in there comfortable, not a steaming hot bath. Have you ever broken your foot or leg and were not allowed to get it wet? The skin becomes incredible dry. After the bath, apply your lotion.

With spring around the corner/here depending on where you live, you might be getting dry from the weather change. I would suggest a cream instead of lotion or a light coating of vaseline. Also you might be developing allergies to your current lotion/soap if you can't get the chapped skin resolved with increased moisturizing.

I have a similar problem due, in part to UV therapy. What is working the best for me is as soon as I turn the shower off, I apply baby oil from shoulders to toes.

I have tried specialty creams and ointments. The main problem found was difficulty getting my clothes on over the cream/ointment.

Baby Oil is also a lot cheaper!!
