Do you know him? Do you think he likes you? Do you like him?
Think about those questions before you do anything.
A lot of folks are saying that he's just shy, and either trying to avoid you or playing coy. That may be it, but it may not be. You say that he does not have a problem getting girls to talk to him, so that makes me think that he's signalling you to come over and talk with him.
It doesn't have to have anything to do with shyness, it can be that he either knows that he has a lot to offer and is waiting for someone else to recognize that, and make the first move. Or, he could be tired of being the one that approaches and prefers to be the one being chased.
Whatever he's doing, it's obviously working since you're thinking about him. ;)

He looks at you, but doesn't approach? Yet, he has no problem talking with other girls? Well, it sounds like he just might like you and be worried that you don't like him back. So, go ahead and talk with him. He might get less shy once you get him talking.

well it could be that he has a girlfriend already and he may just be checking on you, because of your beauty and intellectual. Believe me, most of guys do. Usually, a guy like that may just be looking for a fun chat and doesn't really consider a relationship his step to a next level. So i would suggest just try to approach him and let him know that you are interested in him. And if he respond you back, then it's a good idea to move forward or start dating. Cheers

Umm Im not really sure. I think if the guy always looks at you they SHOULD approach you. I think that the only reason they dont is because they might get turned down. But HELLO guys..if a girl doesnt get mad at you when your looking at her, i would say its best to talk to her.
