A proxy server is a computer that offers a computer network service to allow clients to make indirect network connections to other network services. A client connects to the proxy server, then requests a connection, file, or other resource available on a different server. The proxy provides the resource either by connecting to the specified server or by serving it from a cache. In some cases, the proxy may alter the client's request or the server's response for various purposes.

Actually, it's proxy server. It's a server that is a go between machine. On stead of you accessing another server or a file, you go through the proxy machine and it transfers the data to you. They are used sometimes like firewalls for security or for handling mail.

A common type of proxy server is a content engine/cache engine. In a nutshell, these are servers dedicated to making web requests on your behalf. Not sure if you want more technical info than that...

How to find one-do you mean you want to buy one for your company's network? I know cisco makes content engines called Wide Area Application Engines. Not sure who else.
