If you aren't their superior (manager, supervisor, etc.), it isn't really your place and would just be considered rude - unless this person is a new employee and you were just nicely pointing out the dress code and not "picking" on a certain outfit of theirs. Otherwise, if the way they dresses really bothers you, I would suggest talking to their superior (ask that you remain anonymous) and have that person talk to the employee if they agree with you.

Well if it's a woman and she's dressing to revealing, if you're friends with her you might joke "hot date after work?" When they reply no simply say "oh I thought by the way you are dressed that you were going out". Worth a try.
However if you're not friends and it's something that is really upsetting to you, you should ask your manager to speak with them. It's their responsibility to provide a comfortable work environment.

I think you mean How do you tell a coworker to dress appropiately? if there is no employee manual stating a dress code, then make one.

If you are the supervisor, refer her to the dress code section of your employee handbook. If you don't have one, just tell her that she needs to dress appropriately.
If you are not the supervisor, it's not your place to tell her anything.
