Define best, and what budget.

Sony's modern decks BLOW. They sound like crap, look like crap and are worth about as much. I used to own a Sony cdx-c90 which was THE BEST deck for it's time, but after that sony went downhill and went towards gimmicky sales tactics

Pioneer has one of the best tuners around, and overall their head units aren't bad. I have an AVIC D3 in my STi, mostly because I was being cheap and got a killer deal on it, but also because it sounded pretty decent in a few other cars I heard it in.

Generally Alpine are good, they've really tried over the years to keep their composure. They've had a few decks that were just absolute ***, but generally speaking they are pretty decent. The Alpine F1 status system is a neat gadget, and has so many bells and whistles it's not even funny, but I'm not sure if I could justify the price.

Eclipse decks are pretty nice. I've only owned one and that was a while ago, so I can't comment on their currently lineup, but many people I know swear by them, and by listening to their systems I'd say they are pretty damn good. Some of the headunits are a little gimmicky with how the display is, but otherwise they are a very solid deck, and sound pretty damn good.

I've always been a big fan Nakamichi, but they haven't really got with the times in terms of styling. Denon's high end lineup has a retro style which looks quite nice. Nak's line just looks OLD.

My personal favorite is the Denon DCT-Z1. That mated with some good equipment upstream can be heaven to your ears, but the price is pretty high. I'm not sure I can justify it's price unless you are leaning towards competition.

Theses days I'm a bit of a fan of leaving the OEM headunit in and just throwing in a good LOC(like a david navone), or some sort of processor like one of the audiocontrol products(I use a DQL-8 in my E55), Many of today cars come with pretty decent headunits or integrated headunits, so putting in a LOC, some decent amps, and some good drivers, and you're good to go.

If you are refering to internals believe it or not Clarion. They are not the flashiest but they surely have a good heart.
