Well, I have no idea, but it sounds very, very close to "Klatoo barada nikto"

It's the Czech language. It'll be "then (tady) you should (se musi) change (menit) the number of (cislo)..." I don't clerly understand the meaning of the last word, perhaps it's smth like "script". Guess it can be understood from the context.

I would guess Turkish, but that's just a wild guess.

Something East Europe, Near East would be a good starting point.
