The following instructions come from my Hanes Repair Manual for the removal of a starter motor for a four cylinder Stratus (1995 to 2002):
1. Disconnect the cable from the negative battery terminal or the remote ground terminal.
2. Raise the vehicle and support it on jackstands.
3. Remove the engine protection cover from below the engine compartment.
4. Remove the air filter housing.
5. On vehicles equipped with automatic transaxles, remove the transmission control module (TCM) from its mounting and position it out of the way. Note: DO NOT disconnect the electirical connector from the TCM.
6. Remove the starter motor upper mounting bolt.
7. Clearly label and disconnect the wires from the terminals on the starter motor solenoid.
8. While supporting the starter motor, remove the lower mounting bolt and withdraw the starter motor from the vehicle.

Installation is the reverse of removal.

Well I would ask your mechanic to replace the fuel filter rather that corrects the problem or not. with 145K on it, it would be a good time to change it. Now as to the other issue, when you say the mechanic doesn't know whats wrong with it, I would find another mechanic. He should have some idea simply by driving the car and getting and understanding to when the problem happens. They should also be able to do what is called a drive ability test. This is where they take their diagnostic computer and hook it up to your car. Drive it around so it records the information from the computer. they can then print this information out and see if there are any sensors that may be bad. I would also look at having the plugs and wires changed out, and if needed the fuel injectors professionally cleaned. the drive ability test should help them locate any problems right off, the tune up should resolve everything else.

first of all if you dont have any experience with mechanics please dont attempt this. if you do it will be located on the transmission side connected to the transmission flywheel. there will be two bolts holding it on and a pos and neg wire. remove the old one and make sure if it has shims that you save them or buy new ones. pick up the new starter you will get a discount for bringing the old one back. dont bother buy a brand new one a remanufactured is fine. put it back the same way it went in. easy as that.
