my 13 year old daughter is "seeing" a 17 year old boy and im not happy is there anyway to have him arreseted for child grooming or will i have to take a nine iron to his testicles?

lol... not laughing at your situation, just laughing at your offered options.
Having a daughter myself, I can understand your feelings. I would speak to your daughter about this first. I can't tell you how to speak to her, because you know her better than any of us out here.
If that doesn't seem to work, I might find a way to say a few words to the 17-year-old's parents. If that's not an option either, the last option would be to say something very brief and "motivational" to the boy, but don't break the law.
That's how "I" would handle it. Try not to maim him until you've at least given his father the opportunity to do it first.
