did you play the lottery today? vy is polite form of you. or it can be plural, it is not understandable without context.

It's pronounced "vy igrali v lotereyu sivodnya?"

Вы as "you" can either mean plural or polite form.

вы = you (plural or polite form)
играли = play (plural, past tense); играть = to play
в = in
лотерея = lottery
сегодня = today

For 2nd person singular the question would go:

ты играл в лотерею сегодня?
