Well if you are this boy's family i would suggest getting him something that he is interested in. If he likes reading, get him some books, if he likes clothes get him some nice new shirts from his favorite store. If you aren't closely related to him i suggest giving him money. From my bar/bat mitzvah experiences i always gave money, and believe me it is a wonderful gift. The kids will never have to return money and they can use it for something they really want.

Something traditionally Jewish, like a prayer shawl (talis) or a Passover Hagadah, would be appropriate
