1) I would question whether the feelings are mutual.
2) he may be busy to the point where he can't call you as much
Either way, keep the communication open but not smothering the phones lines
If you are calling him, he anwers and you two conversate and/or get together, I would not worry about the fact that he does not initate the call, he may not be a phone person.
However, if you call and get voice mail and/or he does not reponse to your calls(it only takes a minute to say I got your message I've been busy) then consider #1. that is a control/playing games type thing.

You decrease your calls by 50% and let him wonder what's going on with you for a change. Then when he does call, end the call sooner than he's used to on about 25% of the calls. You want him to know, or at least think, that you have a life other than sitting around waiting to talk to him.

As long as he enjoys you calling, go for it. If it seems awkward wait longer to call. Wait for him to call, and then return his call. Even if it means screening. It's good to not always be available for a guy, they enjoy the chase.

Well...maybe you don't give him the chance to call you. I would stop calling for a little bit and see if he starts calling you more

Wait a couple of days. Don't let him think you are desperate. Then casually after a couple days ask him out for coffee or a lunch date.

he probally likes you but you might be scaring him by calling him so much. try to lay low for a while so that he has a chance to call you.

it just mean his not that in to u...

3wks ago i met this guy too..we both know we like each other...every single day we talked on the phone/text...and our conversation always last for several hrs (2-3hrs a day)...so i guess if the guy really likes u he'll show it to u..
