Windows is always running, plus wallpaper, screensaver, antivirus, etc.

If you want to free up memory and usage, check your startup menu.
Cl Start
Settings
Taskbar and Start Menu
cl Customize -- careful here
remove shortcuts to programs you do not need on a daily basis

Based on your question, you know as much about the rest of it as I do -- if you don't know what it is - leave it alone.

Apart from user programs that you start on your PC there are many other applications / services that are started by the OS itself. It is safe to keep them running. Just check how much of memory they are taking in all and what is the CPU utilization. Generally it should not take more than 50 % of the total memory and 15% of CPU. If it is taking more then you may consider disabling some of the applications.
