How about making her a cup of tea, sitting down with her at a quiet time and bringing the subject up of how unmanageable your long hair is. Short hair is easier to deal with, and makes for a quick get away after a shower.
Why do you think she will be negative about it?
You can always suggest paying for some of the cost of the haircut. And maybe showing her a picture of the hairstyle you want.

Start with telling her why you want to cut your hair. Write down a list of pros and cons of and read or give it to her at the time of the discussion. If you have at least 3 good reasons why you want your hair cut, she just might say yes. She may at first think that you're just going through a phase and being the wise mother I'm sure she is she'll want to protect you from regretting it later on down the road. Presenting her with this list of reasons will show her that this really is something that you want to do, she'll know why, and she'll view you as being very responsible in creating your list.

Why would you worry, just ask her, its only a hair cut. Take her with you. Maybe ask her advice on a style are hint that someone at your school got there hair done and you would love to get yours done aswell

it really shouldn't be a big deal. if you think she will like the haircut you want, just tell her "mum, could i get a haircut, i've found this and i really like it"
if you think she's not going to like it, go something like "mum, i'd really like a new haircut. the problem is, i think you may not like it: can you tell me what you think of this?" (and show her a photo)
don't ask to go at an expensive salon, have a look in your area to see which places look ok and don't charge too much. or offer to pay part of it.
i wouldn't worry about it too much, it will be a fun experience :)

I am a parent and the worst feeling you can have is when your child says they are being laughed at,which is a form of bullying.Tell her you are unhappy about it.Don't be too over the top as she will tumble it.Be subtle,you have the right to your own style at any age.Good luck!

Just ask nicely without sounding rude or fierce. remeber that you will have to ask for you hair to be cut eventually so just get it over and done with.
ps: try to do some extra chores and offer to pay so she thinks your a bit more responsible.

I dont think you should be worried about asking her, im sure she wont mind. you may find she feels pleased that you are treating her like a friend.
Just start by saying mum iv been thinking alot about having my hair cut into this style as i feel it will really suit me. dont you think mum.

Get her to look at hair mags and ask if she like the short hair models and if she says yes then say, you would let me have my hair like that then. How can she refuse after saying she liked it.

your afraid to ask your mom for a haircut? how weird
just tell her that you want a haircut and if you can get a picture on how you want it. i ask my mom if i can cut my own hair and she lets.
