I need to adjust some of the settings of the mail accounts and am used to going to Control Panel - Mail -
The MAIL icon is no longer there and I'm not sure what to do to get it back

You may have the Control Panel view set to 'category view' instead of 'Classic View'

To switch back look to the top left side it says "Switch to Classic View". Click that & Bam all your familiar old control panel icons are back.

Maybe I am misunderstanding, but in Mail in my Control Panel it only shows the profiles of those set up to use this computer.

Try reinstalling the latest version of Internet Explorer. That will automatically install Outlook Express. I am not sure but it might solve your problem.
