A milk allergy is serious. I don't think goat's milk would cause blood in her stool at all. I have a brother that was on goats milk when he was a baby and he's 60 yrs old now...It would be back to the doctor for some tests and anwers.
In fact I would look for a good Certified Nutritional Therapist.
Theres something else wrong here.
Trust the goats milk until you find a CNT. Don't give the baby any "sugar" water either or pure juices. If you give her juice dilute it first and make sure they are "no sugar added."
I can't say enough good things about a good CNT.
You can probably find a decent referral for someone at the local health food store. You're about to enter a new world and don't let anyone tell you, you are wrong to do this,,,it's to help the baby. Regular doctors don't/won't spend the time it takes to figure this out. A good CNT will go to the mat for both of you.

It seems that you have put your baby on milk supplement at an earlier age (with in 4 months, I suppose). It is advisable to go in for milk formula or other species milk (cow, buffalo or goat milk) only after the baby is 6 months old. Okay, no problem. The rashes developed on the body of the baby may be due to allergy towards formula or from some other extraneous sources which has to be ruled out first. Lactose intolerance manifests mainly in the form of digestive disturbance and rarely as skin rashes. Goat milk (including cow milk) will not cause constipation and a baby of 4 months old can be maintained on goat milk with out any problem. If you are sure that your baby suffers from lactose intolerance, go in for lactose free milk. Provide as much milk as your baby can drink and maintain hygiene during preparation and feeding of milk. The problem will be solved...

I would say she is too young for regular milk, goat or cow. She should be on breastmilk or formula, ask the doctor how to clear up constipation. if she cant take lactose then use soy formula.

i developed lactose intolerance after drinking US milk, goat's milk doesn't cause the same problems but may constipate a bit. fresh fruits and juices(apple, prune"diluted") will help with that as well as herbal stool softeners. for blood in stool consult a doctor and he can tell you what to do.at worse you'll have to consider soy milk but you'll probably have to flavor it.

If she is lactose intolerant it is not advisable to give her any animal milk. Instead of that give her soy milk or ground nut milk. In lactose intolerance you have diarrhoea rather than constipation. Blood while passing stool could be because of anal fissure. Remember constipation can cause anal fissure as well as anal fissure can cause constipation.

Breast milk in the best. The longer a child is breast feed, the smarter and stronger they become later in life. Recently, Vanilla flavored soy milk was tested and voted as the best tasting milk substitute.
