if i received a state tax return of over 10, do I automatically get a 1099-g? that's what it seems to say here:

how come i didn't get one?

Did you itemized on your federal return last year?

If you did not, there is no need to worry about as the California refund will not be taxable. Many states do not send them out if you didn't itemize and some (ie Minnesota) stopped sending them out all together.
