If you're steaming the whole artichoke, it'll take about 40 minutes or so (place it upside down so the leaves open toward the steaming water source). You should be able to pierce the stem easily and the leaves should pull off easily. If you're halving or otherwise portioning the bloom, it'll take less time. Start checking around 20 minutes for good sized chunks.

my mom said put just enough water in a pot to cover the hearts, put something on top of them so they don't float in the water, bring to boil, turn heat down and simmer for 10-15 minutes. i have never used a rice cooker so i am not sure how you would use it. good luck
