You would be better off just calling your local Petco on the phone and asking them this.

I don't know about specific prices in auburn, but parakeets are normally priced around the same range. Anywhere between $15 to $25. Pet shops don't normally clip the wings of birds that are on sale. You have to ask for the clipping after you have purchased the bird. It may cost you an extra couple of dollars. Keep in mind, though, that pet shops aren't the only place to purchase parakeets. There are breeders and rescue agencies. These latter two are also more avian-savvy than a pet shop would be. Some pet shops do not even offer wing clipping since not all pet shops know how to clip a bird's wings. An avian specialist or an avian vet would know how to do this. And never attempt to clip your bird's wings by yourself. You could clip a vein and cost him his life.

Yeah, the ones at the Petco here are $20 but occasionally go on sale for $15.
And yes, Petco's budgies' wings are clipped.

You may get a "cheap" bird at petco, but what kind of quality are you getting?

Budgies (parakeets) have been inbred for quite some time. Many are prone to getting cancer before age 5.

I reccomend going to a breeder. They will know the history of the bird and how long it's parents and grandparents have lived. This way you are assured to get a bird of good quality genetics. Barring any accidents or illness, a healthy budgie can live over 10 years.
