Does your friend have any idea about why his son is missing?
(he got lost, he was kidnapped, etc.)
The first thing he should do is contact authorities and let them know that he's lost his son. He can talk to them about what measures they plan to take.
If he knows at least the city that his son is in, he could copy a photo of his son with contact information and post the flyers around the city.
If he feels that his son has been kidnapped, he may want to carry a photo of his son with him and show people to ask them personally if they have ever seen the child (to prevent the kidnappers from seeing the flyers and relocating).

I watched on TV that there's this one of TV stations here has something like a program or service that they will publish missing people. I know nothing about it actually but perhaps you can contact this TV station at www.transtv.co.id. Have you contact the police by the way?
