I would say granulated- if powdered sugar is required, it often lists "confectioner's sugar."

It means granulated sugar. If the recipe called for confectioner's sugar, or icing sugar, then that means powdered sugar.

Here's a free tip for you: if you're making cookies, you can substitute brown sugar for half of the granulated sugar. Make sure you pack the brown sugar well. The brown sugar draws moisture out of the environment, and it'll give you chewier cookies (they will also stay chewy for a longer period of time).

In response to your added comment: if a recipe specifies only "sugar", go with granulated white sugar. Just like, if a recipe calls for eggs, without specifying a size, it is ALWAYS USDA "large" eggs.
