Recalling a warrant is done usually by the state's attorney's office/prosecutor's office. There can be any number of reasons for recalling one. For instance, the death of the individual the warrant is for or more often than not because the statute of limitaions has expired for the particular offense.
In any event the warrant is vacated and pulled from the system.
