You have a lot of options with something like that. You could have a cover-up done of something large or something slightly larger than the existing tattoo itself, or you could have it reworked to be similar but better. If you're open to the idea of a backpeice..you could have more fairies added to a forest environment-like background.
When you're talking with artists, be very upfront that you'd like a reworking. Some do not like to touch another artists' work. Then, be sure to ask if you can see before and after photos of other reworkings they've done, if not just their portfolio.

It depends on the colors of your tattoo. You can put darker over lighter but not the other way around and generally when a tattoo gets covered up the artist will cover it with something at least four times as large (It gives him a larger area to hide the cover in). If you want something truly unique, it should be something that you yourself along with a new tattoo artist should come up with together. I suggest you go into the tattoo parlor that you intend on getting this done. Talk to the artist that you think has the best credentials(ask to look at portfolios of completed works!). Show him what you have now, and discuss ideas together. Let him/her draw something or a few things up for you. When you have a finalized drawing/stencil, set up an appointment to have it done.

You could just have a more skilled artist go over the fairy to touch it up.
But if you are really unhappy with the design, you need to find a good cover up tattoo artist and have him or her work with you to figure out a good cover up. Keep in mind depending on the image, its colors and how long its been there, your options can be severely limited.

all of my tat's mean something and are custom, to my design. I obviously don't want them to look like crap but at the same time I don't really care what other people think about them. They are an expression of myself. I would take some time and think of something that has a little more meaning to it than some random tattoo out of a book just to look cool. remember, this is going to be on you for the rest of your life!

if you wanted a fairy in the first place you could get someone to put a bigger fairy over it in darker colors and it might cover it up but you would still have the fairy.

well i would think it depends on how the fairy tattoo looks.. and then seeing that the artist would kinda see what he would put over it ..

I don't think you should tattoo something on yourself that some random person on yahoo answers suggests. You're going to have that for the rest of your life. Think of something that means something to you.
