In NYC, the short answer is no. Anyone using a firearm must have a permit. I'm sure there are other jurisdictions that have similar laws, but I've no idea where (places like MA and CA, I'd suspect have similar policies).
In the AMERICAN states, and within SANE jurisdictions you shouldn't have a problem. Best to check with the local police or sheriff department.

That's only a question the two of you can decide.
If you are asking if it's legal, unless you live in some Fascist state or city that has laws to the contrary, like NYC, Massachusettes or the Peoples Republik of California, then yes, of course she can.

In general, if it is legal for you to possess the gun, and it is not illegal for her to handle a gun by reason of being a felon or mentally deficient, the answer is yes. You are supervising her. Even in Illinois, which requires a special card (FOID) to own a gun, an unlicensed individual can handle the gun under the supervision of the gun's legal (FOID card possessing) owner.
