It depends where you have seen it written...

On Ebay feedback it means Everything was great, many thanks

In a letter if you asked 'how are you' or 'how is Uni'? -
Alles Bestens - as an answer - it means I am fine thanks or everything is fine

It's German, OK, and I've translated it colloquially, in English.

Vielen Dank translates as many Thanks, literally.; but, in the English idiom, we'd say Thanks a ton!

'all the best', 'many thanks'.

It's quite neutral in formality (I wouldn't translate it as 'thanks a ton' - that's much too informal)
