A simple search online will give you a variety of sites you could use to desing your own wedding and/or bridesmaid gowns. Just understand that having something custom made will add to the cost significantly because there is no stock pattern that can be used over and over again.
Depending on the formality/informality of your wedding, there are also companies that offer 2 piece mix and match skirts and tops. These are not the typical suit look either. I know Watters and Watters used to do quite a bit with these styles.
Also, before you begin designing your own gown, go shopping. Knowing that you like a sweetheart neckline is great, but knowing that you look good in it is better. Certain cuts and lines will do better for different body shapes. You can't figure out what will look good on you without trying on premade dresses.
Patterns you can find in a fabric store at a reasonable price can often be combined or slightly modified to suit your specific requirements. I would work with a local seamstress (who has experience in formal wear... the fabrics are so delicate and expensive, you can't take the risk of someone having a go at it) to see what patterns would work together and what you can reasonably do to have the dress that you want.
Finally, give your self plenty of time to get all of this done. The last thing you want to do is get to the final week of preparations and still need to fit your dress. Make sure your dress is ordered (or designed and all arrangements for it's completion are made) 6 months prior to the wedding date...4 months for bridesmaids dresses if ordered, maybe more if you are having them made.
If you don't have that much time remaining before the wedding, consider buying off the rack or ordering from a company with a quick turn around. For example, a Demitrios gown will take at least 12 weeks to arrive, where you can often get an Alfred Angelo or Jessica McClintock dress in 8.

I'm a seamstress, I sew mainly costumes. But I can tell you that a good dressmaker/seamstress would be able to design you any dress you wanted. I don't know about any online sites that you could do it, there are just way too many variables. I'd reccommend going to a fabric store, and asking for reccommendations on someone who can design and sew a wedding gown. Make sure you tell them its a wedding dress, because that's specialized sewing with specialized fabrics, and not everyone does it, or knows how to. When you get some names, you need to get references BIG TIME! Ask to see samples of their work, if they've been doing this awhile, they should have photos in a portfolio. Talk with women who have had dresses designed by this person, and get their input as well.
Also, don't think doing it this way will be less expensive than special ordering a gown from a bridal salon, it may be the most expensive option out there. But you will get the gown you want!! Best of luck to you!

finding a site that allows you to design your own dress is a little hard but you could take your ideas to a seamstress and see if she can work with what your going for. That way the dresses are special and are made the way you want. You can always find patterns at a local faberic store and can always be a good idea, if not you can always just pick out dresses that look the way you truly want.
