Evaporated milk is a shelf-stable canned milk product with about 60% of the water removed from fresh milk.

Not good at the math myself but I'd use 1/3 to 1/2 cup evap milk and add water.

Depends on what you're using it for though. If it's baking, I'd go to the store and buy some milk.

1/2 c. evaporated milk plus 1/2 c. water is equivalent to 1 cup whole milk.

That is the ratio. So look at what you need for the recipe requiring whole milk and you can divide that amount in half, using half evaporated and half water.
