I got the same problem here but it is 25 years instead of 2 I guess you can do what I am gonna do, dinner and sex!

Keep it simple. Just dinner and a movie would be cute and fine. You haven't been together that long, and im not saying it isnt important, but it is not as important as other aniversaries. Plus dinner and a movie will definitely be within your budget and i promise he/she wont care what you do as long as you are together.

A nice romantic dinner with out kids if you have any, Curl up on the couch and watch a good movie, shower together and go to bed early.

Have a picnic in your living room. Play soft music, light candles, put blanket on floor, have your food and actually pretend to be on a romantic picnic. Inexpensive, but romantic.
