I have cooked it in the slow cooker. I don't sear it beforehand. I rub it with some salt, pepper, paprika, dry mustard, garlic powder, then just stick it in the slow cooker for about 8 hours on low. You don't have to add any liquid -- it kind of makes its own.

I slow-cook brisket all the time. You can use the dry rub, but those work better for dry-cooking methods, like grilling, smoking, and oven roasting.
Do brown off the brisket before you put it in the crockpot (you'll have to use a separate pot or pan; the crock pot doesn't get hot enough). Use a small amount of liquid---enough to come about halfway up the sides of the meat. DON'T drown it, or else it will end up pale and grey-looking.
You can add your dry rub to the crockpot, too. Depending on the type and temperature of your crockpot, you'll want to let it cook for several hours, possibly as long as 12 hours (check the instruction manual). During the last hour of cooking, you can add vegetables right into the pot (some will take longer to cook than others--again, consult your owner's manual). The brisket and the veggies will all be ready at the same time.

I have never seared it but I did see that on a cooking show and it looked good. I cook mine in the crock pot sometimes. It is tender and very good.

If you want it to taste like you made it in the oven, rub first, then cook with a little water in the bottom. Searing is not necessary. Take care and enjoy!

Yes it will. I have done this before and it came out tender as could be.
I cooked for 8 hrs. on low.
I did not sear it. Just added spices.
