No matter what, I never tip less that 15 for a tattoo, but I always try to give about 10-15% the cost of the tattoo; more or less depending on how satisfied I am overall with the process start to finish.
For a $70 tattoo, 10-15% would be 7-10 bucks

Probably 10 - 20 bucks, but if the artist did an especially awesome job in making sure you were okay during it, and was really considerate and helpful, tip even more.

10-20%. Personally, I go for the high end since I'm an engineer and I think artists of all ilk are underpaid, but that's my call. I can see going beyond that for some particularly well done work.
