Does the recipe you're using call for evaporated milk, or whole milk?
If the recipe calls for whole milk, then you can use evaporated milk (plus water) as a substitute. Evaporated milk is just milk with about half of the water removed.
If the recipe calls for evaporated milk, then you shouldn't directly substitute whole milk...there's too much moisture in it, and it will throw off the recipe.

Yes! I use evaporated milk all the time. In fact, I prefer to use it instead of milk. I bought a whole 24 can\pack at cost co recently. It is great for cream soups and pasta cream sauce. I use evaporated milk and to dilute it, I use beer or cooking cherry for better flavor with some parts water. I made a great clam chowder and used evaporated milk plus beer and water. It turned out excellent.

I know you can substitute powdered milk for evaporated by making the powdered milk thicker than normal. I think the consistency would be the problem with using fresh milk. You could use the fresh milk if you thickened it up with powdered. Does that help?

Well it can but I don't recommend. Evaporated milk is much richer than reg. milk and your recipes do not turn out nearly as well.
