I like the suggestion of discreetly saying, "You might want to blow your nose.". I know it makes me feel foolish at the end of the day to realize I have a mascara dot on my face or something in my teeth. Of course, it's my responsibility to check it. However, I can't help but think about all the people who have seen me throughout the day and not said a word - people I consider to be friends.
So, yes, tell the person. Be tactful and discreet.

Yes, because they represent the company that you work for, which in essence represents you. Would you want to walk around with a booger in your nose... at a business meeting???

Yes, but do it discreetly without attracting too much attention. Just rub or gesture to your nose and say "You have a little something in your nose".

It is always appropriate to let someone know about a potentially embarrassing situation. No one wants to walk around with something hanging from their nose, or their fly down, etc...
Depending on your relation to them and the setting, you should do it discretely though...

I would want to know. Just do it as discreetly as possible. I would just rub my nose or something to that effect. I wouldn't want to make a scene
They will be embarrassed but appreciative too!!

I usually just say, "you have a bat in the cave." If your not comfortable enough with that person, tell someone in the office who is cool with them, so they can tell them.
