If you are referring to Hell as the place of "eternal punishment" then I agree, it doesn't exist. Punishments are determined by YOU before you incarnate into the physical plane ... those circumstances which will enable you to learn from your poor choices/actions in your previous lifetime(s), and enable you to advance in your journey back home.

I agree with you in that there isn't a Hell with punishments. I think Hell is just a common grave for man kind.

The Bible hell is the common grave of mankind.

There are no punishments there, for those there are unaware of anything. (Ecclesiastes 9:5; Psalm 146:4)

Hell is a real place and a real damnation the world will soon to suffer. However, the punishment is this, going forever with out the presence of God of his divinity. God is in essence giving you what you want. you spend your whole life telling God you don't want him and when you die he says fine you didn't want me than you get what you want, there is no greater torment of punishment than being without God. Right now you int eh arms of God he is pleading with you to come back to Him, to face Him and know Him. However, if you spend your life rejecting Him, then He will spend Eternity rejecting you.
To answer your questions though, GOD DOES.

Hell is actually not as bad as people think. You mainly just get stoned, listen to Slayer and play cards and stuff. Although when Satan's around you have to look busy cuz he don't like couch potatoes.

I believe the imaginary drowning god makes up the imaginary punishments in the imaginary hell...
