and let's say the pay per month was 600. And, assuming I'll be working fulltime once I get there for 12 bucks an hr (entry level so low-ish pay), what should be the monthly payment of a decent car (not lease but to own) (used but not the ice cream truck that Borat bought for 6-700 bucks)?

Unless you have a parent co-sign the car loan with you, it's hard to say that you'll actually get a loan if you're only making $12/hour AND paying rent...But if you are able to get the loan you're probably looking at $250-$400 per month.
