I think that you guys should just tell them straight up that you like eachother and want to see eachother and that you feel you are at an appropriate age to do so, and you are.
You're nearly adults and shouldn't need to sneak around. Just do it this way then you won't get sprung for sneaking around and they won't think badly of you.
Maybe get your parents to speak with his.

Boyfriends come and go but parents are for life. They will think badly of you for sneaking around. They trust him to do the right thing; of course they will think badly of you because you are in goring the rules they've set.
Parents only want what's best. You don't say how old you are, but you should keep your relationship friendly. Ask if you can come by to hang out, WHEN HIS PARENTS ARE HOME. Give them the chance to get to know you.
Respect his parents rules. If you don't, you're only going to make it more difficult for the both of you.

Continue to be friends until you no longer have to sneak around. Also, it is something that the boyfriend will have to talk to his parents about. Being deceitful never works in the long run.
