The International Phonetic Alphabet was originally developed by British and French phoneticians under the auspices of the International Phonetic Association, established in Paris in 1886 (both the organisation and the phonetic script are best known as IPA). The alphabet has undergone a number of revisions during its history, including some major ones codified by the IPA Kiel Convention (1989). Most letters are taken from the Roman alphabet or derived from it, some are taken from the Greek alphabet, and some are apparently unrelated to any standard alphabet.

Whiskey, Tango, & Foxtrot are part of the military's phoenetic alphabet. Whiskey=W, Tango=T, Foxtrot=F. Imagine having to call in bomb coordinates to your commander and he/she confuses your "B"(Bravo) for and "E"(Echo) over the radio. That means your bomb is going into a totally different area than the one you called in. I think she's saying the first three words of your question. Maybe she's a Christian and she's trying to refrain from using profanity.

W.T.F -
They used the international code for spelling on Radio - you see, they use this to avoid misunderstandings
They say Charlie for C, Kilo for K, Romeo for R, Whisky for W, Foxtrot for F, Tango for T, etc...

It's the spoken alphabet as used by pilots and controllers in the military (and civil):

Whiskey = "W"
Tango = "T"
Foxtrot = "F"

So she's really saying "WTF", which I'll let you figure out ...
