i have a problem with my 2007 elantra and reported the case 6 times in 2 months to the local agency but they couldn't solve the problem and each time telling me false stories. so i need to report it to the mother company to find a final solution.

When you say local agency, do you mean dealer? If you have a reoccuring issue that is not being resolved by warrant service, I would suggest that you ask your dealer for the name and contact phone number of his/her Hyundai representative. It would be some help if we knew what the "case" is.

If you mention the lemon law you will get all kinds of help.
