I would do at least a month before, it would also be a good idea to just get extra toiletries that you can keep in there so you're fully packed. I figured I'd just pack my toothbrush/toothpast/hairbrush right before we went to the hospital since I was supposed to get induced. Well my son apparently decided an induction was not the way to go and came a day early. Running around the house trying to get everything together, or trying to explain to your husband what the hell a scruncie is and where they are in the bathroom, while alternating between having contractions every 90 seconds and throwing up with my head in the toilet (apparently alot of women throw up during labor, I did not know this until that happened) well it's not a fun experience, and we almost didn't make it to the hospital in time. (in retrospect, we really should have gone to the hospital first and sent my husband back for my things later, but oh well) Just be prepared, anything can happen.

It's never to soon to have the bag ready. For our first it was ready a month before. She came right around the due date. The second I packed 2 months before and she came a month early. So you never know.
With both I was always adding things in the bag, after it had been packed. I ended up with. Nightgowns, bras, socks, underwear, my own sanitary pads, magazines, candy to suck on, lotion, shampoo and conditioner, razors, soap, make up, sweat pants and t-shirts, change for the vending machines and cash to eat in the cafeteria if it is not covered by your insurance, I left the numbers with a close friend of all the people we wanted notified that the baby had arrived so we could have more quiet time as a family. I always felt like I was forgeting something.
We brought the baby's diaper bag, with just the outfit to take her home in because whatever is left of the diapers formula and all that they use in the hospital for them you can take that home. So an empty diaper bag is perfect for that!!
We brought a blanket with us (in case you have a dog) we put the blanket with the baby the day before going home my husband took the blanket home to the dog let her smell it and get used to it. So when the baby came in she was kinda of used to the smell!! And she didn't jump all over her or bark!!
