The government is responsible for passing the laws, regulating the law and enforcing the law

The government owns all navitagable waters and you have to have permission to discharge to them.

The government owns all the air and you have to have permission to discharge to it.

EPA passes laws and the state agencies are responsible for their enforcement. This is why if you ever have a question about environmental policy and how it is enforced in your state, you contact your state department of environmental quality.

And even though EPA can mandate standards, each state can interpret the rule and enforce it as their own priorities demand. In addition, states can adopt stricter standards than EPA mandates-if the states desire to do so.

The government is in charge, and federal, state, and local government are bound by federal laws, such as the Clean Air Act and the Clean Water Act. The main governent body that is in charge of environmental policies is the United States Environmental Protection Agency (EPA). Unfortunately, the EPA gets its marching orders from the president, so many things that it has to do are influenced by industry and politics instead of the good of the environment.
