no. laminate needs clean substrate to bond to. Remove the entire countertop and bring in new laminate tops.
Laminate will also telegraph the tile through. you WILL NOT be happy if you do this!

It could be done, but it won't look as good or last as long. It will probably start to chip around the edges almost immediately. It will be very difficult to make the seams look good, and you will be able to see the outline of the tiles through the laminate. It will probably save you time in the long run if you go ahead and take off the tiles. The gluing will be easier and longer lasting and it will be much easier to get it to fit properly.

I don't think anyone would recommend doing that. I don't think you could make the old top stable enough to provide a good foundation. And I would think it may distort all your typical measurements between plumbing fixtures and pipes, etc. where making your new connections could be problematic. If it was just in the garage where there is no plumbing then maybe yes.
