Read Acts 19:1 - 6 Paul came to Ephesus where met with people who already born again (received Christ as Savior), we know this because verse 1 states that they were Disciples.............. but had not yet received the baptism with the Holy Spirit. Paul said to them "Have you received the baptism with the Holy Spirit since you believed on Jesus Christ as your Savior?" The answer was No.
These were people, who were already Christians, had not yet been baptized with the Holy Spirit.
In verse 6 Paul laid hands on these Christians, and they received the baptism with the Holy Spirit.

This is hard to answer as I have been walking with the Lord for 20 years and have never heard the same testimony about receiving the Baptism of the Holy Spirit twice. First of all, are you aware that the Baptism of the Holy Spirit is completely different than the indwelling of the Holy Spirit that happens at the moment that you accept Jesus into your life as Lord and Savior? For me it was a matter of surrender. I had to surrender my will and preconceptions to the will of Jesus and the Holy Spirit for it to happen. I had 2 pastors telling me different things. 1 saying that the Baptism did not exist and the other saying that I wasn't really born again without it. I prayed to Jesus saying that I didn't much care who was right, that I just wanted a closer walk with Him. If that meant speaking in tongues and all the stuff that comes with the Baptism of the Holy Spirit so be it. If it didn't fine. That night in my dining room it happened. That was 19 years ago. as the bible says:
1)In order to receive the holy spirit is to believe in the promise given by Jesus.
2)The baptism is for those who are born again
3) The baptism will manifest in many different ways not just speaking in different language
4) Once you have received the baptism, you will have easy access to God, same way happen when Jesus was baptized, the heaven was opened.

You receive the Holy Spirit in water Baptism.
The Gifts of the Spirit are received in Confirmation.

You need to believe and have a priest baptize you if you want to be a Catholic. If you want to be a Protestant you go to a minister or evangelist. As an adult, you go through RCIA first to learn the faith and church traditions then you can receive the sacrament of baptism.

"Confirmation" ==> one of the seven (or 8?) services in the church (like Baptism, Eucharist, Marriage, Holy Orders, Blessing of the Sick, etc.)... generally done just before entering your adolescent years
