I accidentally changed the windows experience score to 9.9, well it wasnt an accedent, but now i dont know how to change it back to the default score, PLEASE HELP

I do the refresh thing but it still comes back as 9.9

You should very easily be able to run the tester again from inside the control panel under Preformance and Information Tools (in the control panel classic view). Just hit the Refresh button at the top and it will run through the tests on your computer and will calculate the right preformance number for you.
