You need to send a completed application form to the Driver and Vehicle Licensing Agency (DVLA). You can order online from here http://forms.dvla.gov.uk/forms/ordering_forms_dg.htm or pick up a form from any post office.

Initially you need to apply for a provisional licence which allows you to drive a motor vehicle under supervision until you pass your driving test. Once you pass your test you need to apply for a full license. There's a fee to pay, you'll need to include proof of ID and passport type photos.

My son got one but they took his North American drivers licence and kept it!
