Strongest as defined by what?
If you mean yield strength or ultimate tensile strength, I would probably guess that special steel alloys are still your best bet among metals.
If the only thing you care about is tensile strength, high carbon, cold drawn music/piano wires have probably the highest tensile strength. However, they are limited in what you can do with them because they are in the shape of a wire. So unless you are making things out of a wire, their application is limited. It's the cold drawing process into a wire that gives it the high strength. Beyond that, a class of steel alloys called maraging steel is also very high strength. Despite their high strength, these can be formed or machined into parts. The reason for that is because their strength comes from heat treatment after the part is machined to shape. The parts can also be case hardened to give it some wear resistance at the surfaces. Both types of steels can reach >2000 MPa tensile strength.
There could be other alloys that have higher strength, but I do not know what they are. There probably aren't many if there are. In terms of structural members, you will have to go to nonmetals to get higher strength.
By the way, they don't use monel in propellers because of its strength. Monel isn't that strong. They use it because corrosion resistance is the primary design consideration for maritime applications. Monel and cupronickels have much better corrosion resistance than steel, but they do not have higher yield or tensile strength as a whole.
