man i know, is an awful flirt, but never flirts with me. On a couple of occasions he says he thinks there is something between us but we never really went with it. i asked him once why he never flirted with me and he said whats that telling you and that he did care. Is that bull? If he fancies me why doesn't he flirt with me?

May be he doesn't like you as you would like him to. If you do like him, then all you have to do is either to tell him or start to flirt with him, that's all.

Do you flirt with him. If you don't then stop complaining. it's not his job to make the first move. It's both of your job to do it when you feel it. Whatever reason you can use for not flirting applies to him as well.
