This guy told me that he had times when he thought of seriously dating me, but that when he realized he knew he needed to pull away. Why would you even say that to someone?

let me make it short but easy.... he likes you thats why. Who tells someone that just for the fun of it? No one!

He was just trying to tell you his feelings for you are growing and he wants to keep you around but hes not ready for a serious relationship. Mainly he is just pulling on your heart strings.
