Some of the things that you will want to include in the paper is the history of gangs (how they started, where they started), describe an initiation into a gang, talk about what it'a like to be involved in a gang, what is considered a gang activity. What are the major gangs and the regions they cover, talk about they effect on America and the justice system. Maybe talk about gangs in prison and how they evolve there. Talk about the different ranks in gangs and why people go into gangs in the first place. Also consider what it takes to leave a gang.
This should give you more than enough ideas for your paper, hope I could help.

Maybe you could try constructing a cluster tree during your brainstorming. Some questions you can ask are
-What is a gang?
-Why do persons joing gangs?
-Why has gang activity become more prevalent during the past couple of years?
-What negative effect does gang have on societies throughout the world?
-How does education and role models play a positive effect on reducing gangs in our socities
Hopefully these question will help you out and get you started on your paper.

Are you doing it on any particular gang, or just gangs in your area?
If you're doing it on gangs in your area, you can focu on what gangs there is, how large they are, what kind of criminal activity each gang take part in, the ages of the people in the gang, how old they are usually when they join, what they need to do to join, any recent gang wars, what they were over, how many gang related deaths there has been over the last year in your area. Any combination of these ideas might help you organize a good paper.

I watched a movie call Warriors , it was back in 1979 if I'm not mistaken. It was about the gangs of New York City getting together and taking over the city. If you figure 10,000 gang member odds of 5 to 1 against the police could it happen before the government steps in? Would they (gangs) be able to set their difference aside to accomplishes it? Also why are more gangs in big city's instead of small towns?

I have some Journalism under my belt so taking that into account I always write in this order...
1. Start/Beginning
2. Middle
3. Ending
I know, sounds simple (a real no-brainer), but heres what I mean...
1. Why do youth join gangs?
2. Why do they stay? ... what does it mean to be a gang member. What happens? Whats the lifestyle?
3. Why do they leave? ... and how? ...what happens to them after they leave and how does it effect thier new lives?
Best of luck to you on your paper!

How about the Mafia and its history? You could also write why gangs are detrimental to society. Comment on why people join gangs. Write about gangsters' cooperation with the government in certain projects. The link below should provide you with enough info into the subject matter.

You could add something about the street art that some gangs develop. What I mean is like spray paint art. We have a lot of that in Detroit. Maybe you could even add some pictures.
