This is what I manage to get from yahoo search:

In September 2002, NSL, in association with the UK Government award body Emta Awards Ltd (EAL) created two training and COMPETENCE programmes designed specifically to suit the needs of the UK and International Oil and Gas Industry. The programmes are based on the original “tried and tested” performance criteria of National Standards.

EAL issue CERTIFICATES OF COMPETENCE in rigging and lifting operations to candidates who successfully complete the programmes.

NOTE: Currently, NSL / EAL’s Rigging & Lifting Training and Competence Programme is the only training programme that can meet all four stages of the “Step Change in Safety” Competence Profile.
