Pre-emptive penance makes everything alright. Right?
How do religios really square the idea of regret and being truly remorseful for committing wilful and specific sin in the future?
Suicide bombing is the obvious example, but, among others, it also applies to Protestant and Catholic terrorist murderers in Ireland and the assassins of doctors and other medical staff who perform abortions in America.
If you want to be a criminal, but have a clear conscience, the first step is to get serious about religion. When are people going to realise, that what religion is really for? Legitimising crime, of all kinds. From everyday dishonesty, to mass murder.

Never heard of pre emptive penance but do know those who go on ahead and sin repeatedly knowingconfession is available and they use it to suit thier purpose....mentally that is but God is no fool

I know what you mean. But, people that are Christian, in todays sense of the word, would not be committing murder with a clear conscience. Even during the Crusades, I have to believe that somewhere deep in their hearts, they knew they where doing something wrong. Servicemen and woman of today have trouble sometimes with their first 'kill' and even subsequent ones at times leave them with post traumatic stress syndrome. So, deep in man kinds heart, they have to know it's wrong. Cain, the first murderer of all mankind, responded to God with a lie. So, please don't group wrongful acts of violence, and crazy acts of terrorism, with normal thinking religious people. Religion does not legitimize crime of any sort. Christianity teaches true remorse, which does not mean you go out and do it again. It does not give people an excuse to sin, cause then they repent. A Christian should know the difference between 'lip' service of repentance, and being remorseful-cause God knows the heart of each person. If in your heart, you say you're sorry, God will give you strength to change (hence the truly remorseful person)---but it does not qualify us for Cart Blanche privileges. You know what I'm trying to say? I guess, cause I say I'm a Christian, I know I can't keep doing the same 'sinful' thing over and over again, and expect God to forgive me. I know if I truly want to change, I have to truly make an attempt, and by the grace of God, and with the strength of God, I hope to see a difference in my live.
So, I guess what you said has examples of history. But, just cause the people were 'religious' does not mean they represent their RELIGION in the way it is meant to be represented. Don't look to man for examples of God, look to GOD. Man is not perfect, and does not always represent their Creator, cause God does not represent unrighteousness!

Catholics do not believe in "pre-emptive" penance.
Forgiveness does not depend on penance.
When you ask God for forgiveness, with or without a priest, your sins are forgiven.
However, raised up from sin, the sinner must still recover his (or her) own full spiritual health. One way to help restore your spiritual health is to do penance.
Penance can consist of prayer, an offering, works of mercy, service of neighbor, voluntary self-denial, sacrifices, and above all the patient acceptance of the cross we must bear.
Such penances help us be more like Christ, who alone makes amends our sins once for all.

The commandment says You shall not murder. Killing for Jesus is not murder so it's okay - at least from a theological point of view. However, there may be certain legal restrictions depending on jurisdiction so check with an attorney before you act.
